POSITION SUMMARY:

 

The Assistant Executive Director assists with overall administration of governmental services activities to ensure tribal staff and resources are aligned with the mission and goals of the Sault Ste. Marie Tribe of Chippewa Indians.  The position is responsible for providing oversight and guidance on special projects as directed.  The position is responsible for building and maintaining mutually supportive relationships with internal and external stakeholders.

 

ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)

 

  • Administration: Leads and directs staff to administer comprehensive governmental services for benefit of tribal members, tribal employees, and tribal interests.  Includes: planning, development, implementation, evaluation, and reporting. Ensures staff operates programs in compliance with established policies and procedures; licensing, grant, and contract requirements; and state and federal laws.
  • Issue Resolution: Assists the Executive Director regarding critical issues and related political or legislative concerns.  Coordinates and ensures follow-up on governmental (Membership) services issues and/or questions, as requested.
  • Strategic Planning: Assists with the facilitation of the development, implementation, modification, and evaluation of the overall Tribal strategic plan.  Ensures that staff develops and carries out strategic plans for their respective Divisions aligned with the overall strategic plan.  Includes: needs assessments, segmentation analysis, and plan of action.
  • Fiscal Responsibility:  Assists with overall fiscal management of governmental services. Includes: reviewing financial statements and analytical reports, overseeing budget process, working with staff to address budget compliance issues, presenting reports and/or directing the preparation and presentation of reports by staff to Chairperson and Board.
  • Grants Management:  Acquires, administers, and monitors grants on behalf of various tribal programs. Addresses non-compliance issues with staff to ensure corrective action.
  • Human Resources: direction and supervision of department staff, volunteers, and interns; communicate clear expectations, ensure accountability, enhance the leadership capacity of the Tribe through professional development; and facilitate collaboration and mutually supportive relationships both internally and externally.

 

ADDITIONAL RESPONSIBILITIES: (includes, but is not limited to, the following)

 

  • Represent the Sault Tribe at local, regional, and national events and on committees, as directed.
  • All other job related duties as assigned.

PHYSICAL REQUIREMENTS:

 

Position is considered light duty with lifting of 20 to 50 pounds with frequent lifting/carrying up to 10 pounds. Physical factors include constant use of hearing; frequent sitting, use of near/midrange vision, color/field of vision, typing; occasional standing, walking, carrying, stooping, kneeling, reaching, travel, bending, manual handling, use of near vision, depth perception, color and field of vision. Must be able to travel. Working conditions include frequent exposure to air quality and occasional exposure to weather, extreme heat/cold, noise and vibration. Potential hazards include frequent client contact, infectious exposure and computer use and occasional exposure to electric shock, chemicals, insecticides/pesticides and equipment use.

 

REQUIREMENTS:

 

Education: Bachelor's Degree in Public or Business Administration is required. Master's Degree is preferred.

 

Experience: Minimum of 5 years of experience in fiscal and program management and working with federal grants and contracts is required.  Minimum of 5 years of supervisory experience is required.

 

Certification/License: Required to undergo and successfully pass a background check. Must maintain good moral character standing. Will be required to complete and pass pre-employment drug testing.  

 

Knowledge, Skills and Abilities: Knowledge of Sault Tribe mission, organization plan, funding sources, laws, regulations and requirements of governmental services divisions required. Standard report formats, office systems, technology required. Knowledge of market sector, research techniques, and demographics relevant to governmental services divisions required. Knowledge of governmental accounting required. Knowledge of grant administration, documentation and reporting formats required. Exceptional verbal and written communication skills required. Organizational, strategic planning, project management, crisis management, dispute resolution, and dynamic problem-solving skills required. Excellent financial administration skills required.  Advanced leadership and team building skills required. Ability to work on multiple projects and maintain tact and diplomacy under duress required. Ability to work extra hours as needed to accomplish goals and objectives required. Native American preferred.
