The Self-Governance Coordinator, under the direction of the Chief Financial Officer, will develop, plan, administer and evaluate the Self Governance Programs (BIA&IHS) according to the needs of the Tribe. This position will work with the CFO in the expansion and management of activities for new and existing government funded programs. This position is also responsible for the overall planning, directing, coordinating and evaluating the Self-Governance Programs and new grant applications.
ESSENTIAL FUNCTIONS: (includes, but not limited to, the following)

• Implements and controls activities to facilitate and expedite Tribal Self-Governance Programs.
• Assist with the development of a comprehensive program and budgets pertaining to the BIA and IHS Self-Governance Programs, including reviewing programs to monitor compliance with federal guidelines.
• Develops and negotiates Annual Funding Agreements with BIA and IHS federal agencies.
• Assists with program coordination with all departments under Self-Governance, communication and representation to the local community, tribes, federal and state governmental agencies and other organizations with impacts and/or effects upon Self-Governance.
• Evaluates, monitors and interprets any legislative activities that may have a potential impact on Self-Governance.
• Responsible for the establishing, maintenance, and dissemination of incoming records, correspondence, reports, and related documents.
• Coordinates with the Executive Director, Chief Financial Officer and Budget Analyst in preparation of annual budgets and attend annual budget hearings for all Self-Governance Programs.
ADDITIONAL RESPONSIBILITES: (includes, but not limited to, the following)
• Assist Managers with the accurate and timely submission of grant and project proposals and self-governance program related documents.
• Assist with operating and administering policies and procedures to assure efficient program operation and compliance with all contractual terms, conditions and obligations.
• Follows chain of command and apply common sense to carry out written and verbal instructions. Maintain highly confidential information.
• Other job-related duties as assigned.
CONTACTS:
Executive Director, Board of Directors, Program Directors, and other tribal personnel. Will be in contact with the general public either in person or by phone.
PHYSICAL REQUIREMENTS:
Position light with 25 pounds and frequent lifting/carrying up to 10 pounds. Physical factors include constant sitting and typing; frequent use of hearing, and occasional standing, walking, use of near vision, midrange and far vision, depth perception, color and field of vision and travel. Physical factors include occasional exposure to extreme heat/cold, noise, vibration and air quality. Potential hazards include constant computer use and frequent client contact.
JOB REQUIREMENTS:
Education: Bachelor's Degree in Business Administration or five years demonstrated ability in related field considered in lieu of degree.
Experience: Minimum of five years' work experience in tribal governmental administration programs to include Self Governance Programs is required.
Certification/License: Must have a valid driver's license and be insurable by the Sault Tribe Insurance Department. Must comply with annual driver's license review and insurability standards with the Sault Tribe Insurance Department. Will be required to complete and pass pre-employment drug testing.
Knowledge Skills & Abilities: Must demonstrate extensive written and verbal skills. Knowledge of Self Governance Programs. Must be versatile and able to manage numerous projects at one time. Interprets extensive literature, professional journals, governmental regulations, and determines appropriate criteria in order to successfully complete work. Ability to write reports, proposals, budgets, and related correspondence in a clear and concise manner. Ability to effectively present information and appropriate testimony to directors, managers, clients, and supervision. Must be able to complete tasks assigned with minimal supervision. Native American preferred.
