The Records Technician, under the direction of the Child Placement Services Supervisor, is responsible for ensuring the proper maintenance of all licensed program intake files and contract billings/disbursements are maintained.

ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)

  •  Prepares statistical reports.                                                                                  
  • Creates, maintains, and audits all licensed program intake files.
  • Processes disbursement vouchers.                                                                                   
  • Distributes contract required paperwork to DHS, courts and legal counsel.
  • Submits State of Michigan contract billings.                                                                               
  • Maintains foster care payment authorizations and payroll.
  • Processes Tribal Central Registry clearance requests and requests for archived information.

ADDITIONAL RESPONSIBILITIES: (includes, but is not limited to, the following)

  • Prepares monthly accounting report of foster children days of care.      
  • Attends meetings and trainings as required.                                                        
  • All other job-related duties as assigned.


Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments customers and outside vendors/service providers.


Position light with lifting of 20 pounds and frequent lifting/carrying up to 10 pounds.  Physical factors include constant typing and use of hearing; frequent walking, sitting, use of smell, near vision; occasional standing, pushing/pulling, climbing, stooping, kneeling, reaching, manual handling, use of midrange/far vision/color/field of vision and bending. Working conditions include occasional exposure to weather and air quality. Potential hazards include constant computer use; frequent exposure to moving mechanical parts, chemicals, insecticides/pesticides and infectious exposure.


Education: High School diploma or equivalent required. Associates degree in Bookkeeping or Accounting preferred.

Experience: Two years of experience in accounting or bookkeeping preferred.

Certification/License: Will be required to undergo and successfully pass a background check. Must maintain a good moral character standing. Will be required to complete and pass pre-employment drug testing.

Knowledge, Skills and Abilities: Working knowledge of State of Michigan Child Placement Agency licensing rules preferred. Knowledge of Federal, State and Tribal child welfare program procedures preferred. Knowledge of State of Michigan billing processes contract agencies preferred. Must have working knowledge and be able to use word processing and spreadsheet and database software. Must be able to establish and maintain effective communication with co-workers, supervisors and guests. Must be able to work in high stress environment and handle difficult situations. Must have organizational skills; organizing work, prioritizing tasks and managing time. Must have excellent communication skills and be able to communicate clearly in person, in writing, and by telephone and email. Deductive reasoning skills required. Critical thinking skills required. Sound decision-making abilities required. Must be able to work with minimal supervision. Must maintain confidentiality. Native American preferred.
