POSITION SUMMARY:
This position is responsible for the implementation and monitoring of grant compliance for the Child Care Development Fund (CCDF) Program. The position is also responsible for Licensing of Day Care Facilities/Homes per the Child Welfare Code, monitoring child care providers throughout the 7-county service area, maintaining files; providing outreach and training activities to families and providers; providing community education regarding the program; participating with community programs to enhance service provision to members.
ESSENTIAL FUNCTIONS: (includes, but is not limited to the following)
- Responsible for CCDF grant implementation.
- Responsible for Monitoring to ensure CCDF grant compliance.
- Completes child care licensing evaluations per applicable code.
- Plans and participates in Community Awareness events.
- Prepares project events, meetings, and conferences.
- Prepares, writes and submits grant proposals.
- Meets with individuals, special interest groups and others of behalf of department, committees and executives.
- Provides consumer education to parents and providers; i.e. program flyers, plans trainings.
- Assist providers to meet quality, safety and health standards.
- Completes program specific paperwork within established time frames.
- Provides supportive services, education, community resource linkage and referral; advocacy; to families and children.
- Implement and ensure compliance with various Federal and State Laws and Sault Ste. Marie Tribal Codes.
ADDITIONAL FUNCTIONS: (includes but is not limited to the following)
- Develops program strategies, policies and procedures.
- Completes licensing evaluations to include Private Day Care Home providers residing in Trust Land, Sault Tribe Head Start and Child Care Center, Relative and In-Home Providers.
- Provides Technical Assistance to Head Start, Child Care Center and Home Day Care Providers.
- Reviews and evaluates applications to determine program eligibility requirements.
- Evaluates the safety of living environments through home visits with providers.
- All other job-related duties as assigned.
CONTACTS:
Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments, customers and outside vendor/service providers.
PHYSICAL REQUIREMENTS:
Position light with lifting of 20 pounds, with frequent lifting/carrying up to 10 pounds. Physical factors include frequent sitting and use of hearing and typing and occasional standing, walking, carrying/lifting, pushing/pulling, stooping, kneeling, reaching, manual handling, use of smell, driving and bending. Working conditions include occasional exposure to weather. Potential hazards include frequent computer and equipment use and occasional client contact.
REQUIREMENTS:
Education: Bachelor's Degree in Human Services, Social Work, or related field required or five years of related experience may be considered in lieu of education.
Experience: Three years of experience working with children and families required.
Certification/License: Will be required to undergo and successfully pass a background check. Must have no felony convictions. Must maintain good moral character standing requirements. Must have a valid driver's license and be insurable by the Sault Tribe Insurance Department. Must comply with annual driver's license review and insurability standards with the Sault Tribe Insurance Department. Will be required to complete and pass pre-employment drug testing.
Knowledge, Skills and Abilities: Must be able to travel. Must have reliable transportation. Responsible for performing position responsibilities in a professional and courteous manner, sustaining professionalism under duress, and maintaining positive working relationships and communications with internal and external contacts. Must be able to establish and maintain effective communication with co-workers, supervisors, guests and clients. Must have working knowledge and be able to use word processing and spreadsheet and database software. Must be able to work with minimal to no supervision. Must be able to communicate effectively, verbally and in writing, in a diverse range of audiences and settings. Must have organizational skills and be able to plan, prioritize and manage work load to meet goals in a timely manner. Must be able to prepare clear, concise, thorough, meaningful, and grammatically correct written reports, letters, memoranda, policy and procedure drafts and other written documents. Must adhere to department operating policies and procedures and safe work practice and procedures. Must have knowledge of child development and the ability to work with children. Must demonstrate skills and specialized knowledge related to Chapter 30 Child Welfare Code, and other various state and federal laws that pertain to Licensing of Child Care Facilities, Family Day Care Homes, Relative Providers and In-Home Care Providers. Must demonstrate skills and specialized knowledge related to Sault Ste. Marie Tribe of Chippewa Indians customs and licensing standards. Native American preferred.
